left, the only new factor introduced was that the Admiralty representatives said they would like the whole area dredged to 34 or 36 feet. They were not prepared to pay for it, but, if the work were undertaken, they would undertake some dredging to the north of the area, and would pay for that.
The Chairman took the line that the
Admiralty view practically settled the matter, and that the Imperial Shipping Committee would have to recommend that the area should be
dredged to 34 or 36 feet. When I attempted to raise the question of cost, the Chairman gave me the same answer as he appears to have given to Sir F.Leith-Ross at the last meeting, viz, that the question of cost was not a matter for the Imperial Shipping Committee, except that the Committee would be opposed to any attempt to recover the cost from shipping.
The position is that if the heavy expenditure to dredge the whole area to 34 or
36 feet is to be undertaken, Hong Long will
have to make
it
a loan item.
